Yes. The Toto Washlet C5 is an electric seat, and its heated seat and warm water both draw power. You need a grounded outlet within reach of the toilet, ideally a GFCI outlet as required for bathrooms in most building codes. If there is no outlet nearby, budget for an electrician before the seat.

Electric bidet seats are sold in round and elongated versions, so measure your bowl before ordering: from the seat bolt holes to the front rim, roughly 16.5 inches is round and 18.5 inches is elongated.
